Pull up on the loose carpet with your free hand. If your carpet is tacked down with staples or adhesive it may take a little effort to get it started by hand. Cut it out slowly using the tip of the utility knife. Making slow tiny cuts works well for short spans with many turns or angles.

While it is possible to cut the carpet from the top side you can achieve a cleaner cut by flipping the carpet over and cutting it from the back side of the material.
